the 4.23 version, the only one marked stable, does not exist on the ftp site. the older existing version there is ftp://ftp.astron.com/pub/file/file-4.26.tar.gz

True. We need to test and keyword a newer version of file. As a workaround, you could try to compile the newest portage version and report if it works.
