I think you should have svn access, for more easy adding ebuilds/fixes without "paper" (ticket) work.

plz join us #gentoo-openmoko@… (IRC), and contact sleipnir about svn access.

Usually it takes few days to gave access.

How do I get permission to manage track tickets and such?

I thought this feature enable by default. Can't you close this ticket? I think sleipnir has answer.

How are you notified when a new bug is opened?

Currently there is no notification about new tickets. Take a look at the timeline, it is very good with respect to see what's going on.

For permissions to modify tickets: You already have all permissions as soon as you are logged in. What else do you need?
